MOON VALLEY ROCKET BOOSTERS
BY LAWS
ARTICLE I Name
This
organization shall be known as Moon Valley
ROCKET BOOSTERS, Parent Teacher
Organization.
ARTICLE
II Purpose
Parents,
coaches, teachers, students and administration, working together always
striving to improve academics, athletics, fine arts and school spirit
within the Moon
Valley High
School community.
ARTICLE
III Policies
This
organization shall seek neither to direct the administrative activities of
the school nor to control its
policies. At no time shall funds raised by Moon Valley
ROCKET BOOSTERS be used for personal
gain or profit by any
member(s).
ARTICLE
IV Membership
Section 1.
All parents, students, guardians of students, coaches and teachers of Moon Valley
High School, and all other persons
in good standing, interested in the aims of Moon Valley
ROCKET BOOSTERS are eligible for
membership.
Section 2.
Dues are payable at the beginning of each academic year. Additional members
shall be accepted at any time during the school year at the full dues rate.
They shall not be pro rated.
ARTICLE
V Executive Board
The
Executive Board shall consist of the elected officers. The elected officers
include 1, 2, 3 & 4. The Executive Board shall conduct all business of
the Moon Valley ROCKET BOOSTERS. Each Executive Board
member shall have one vote for all business items requiring such. A special
Board meeting can only be called by the President, or the majority of the
Executive Board.
ARTICLE
VI Officers and their Election
Section 1.
The officers of this organization shall be called:

President
2. Vice President
3. Secretary
4. Treasurer
5. Administrative or Faculty Representative
Section 2.
Elections for the Executive Board positions shall be held annually at the
May meeting. Candidates for the May election will be selected by a
nominating committee, as well as nominations from the floor. Officers shall
be elected by a majority of members present. New officers will assume their
positions on June 1. A vacancy occurring in any elected office shall be
filled for the unexpired term by a person appointed by the Executive Board.
In case a vacancy occurs in the office of the President, the Vice-President
shall serve. The Administrative and Faculty Representative Board positions
shall be invited by the newly elected Board.
ARTICLE
VII Duties of Officers
Section 1.
President - The President shall preside at all General and Executive Board
meetings of the organization, co-sign all checks drawn on Moon Valley ROCKET BOOSTERS bank accounts with the
Treasurer, perform such other duties as may be prescribed in these BYLAWS,
and shall coordinate all the activities of the Executive Board.
Section 2.
Vice President - The Vice President shall assist the President in executing
his/her duties, preside at all meetings in the absence of the President,
and co-sign checks drawn on Moon
Valley ROCKET BOOSTERS bank accounts with the
Treasurer when necessary. In addition, the Vice President shall also serve as the chairperson
of the Membership and Athletic Liaison committee, unless these chairs are
delegated to another willing Rocket Booster volunteer.
Section 3.
Secretary - The Secretary shall record the minutes at all Executive Board,
General, and Special meetings called for by the President, maintain a file
of these meetings and present the minutes for inspection at respective
meetings. In addition, the Secretary shall handle all correspondence for
the organization, maintain a file of such correspondence and co-sign
checks as necessary.
Section 4. Treasurer - The Treasurer shall
receive all monies of the organization, maintain appropriate bank accounts
for the organization, deposit all monies received therein, keep accurate
records of all the receipts and expenditures, co-sign all checks with the
President, Vice - President or Secretary, pay all bills approved by
the Executive Board, and present a current written financial statement at
all General meetings. The Treasurer shall complete an internal audit
annually by May 15th.
Section 5.
Administrative Representative - The Administrative Representative shall
advise the organization of all pertinent information regarding school and
district policies and procedures.
Section 6.
Faculty Representative - The faculty representative shall help maintain
correspondence between teachers and Moon Valley
ROCKET BOOSTERS.
ARTICLE
VIII Committees and Committee Chairpersons
Section 1.
All standing committees as listed in these bylaws, and all other
committees, as deemed necessary by a majority of the Executive Board
officers, shall have a committee chairperson. Proposed activities of all
committees activities need to be approved by a majority vote of the
Executive Board.
Section 2.
Each committee chairperson shall be responsible for the organization and
execution of their committee, keep accurate records of their activities,
and present a report of such activities to the Executive board.
Section 3.
Standing Committees and Purpose
- Membership Committee - The
membership committee, which is chaired by the Vice President or
another willing Rocket Booster volunteer, promotes membership in Moon
Valley Rocket Boosters and maintains a list of current members and
phone numbers.
- Fund Raising Committee -
The fund raising committee coordinates fond raising activities.
- Sports Program Committee -
The sports program committee shall work closely with the head coaches
on the program.
- Scholarship Committee -
The Scholarship Committee shall submit the criteria for scholarship
consideration to be approved by all present at the January General
meeting. The Scholarship committee shall prepare and distribute
scholarship applications upon request of any Moon Valley
High School
senior. Scholarship applications will be available through Moon Valley’s counselors and the
front office. The scholarship committee will review all applications
and select a student(s) from the senior class as recipient(s) of the Moon Valley ROCKET BOOSTER
Scholarship Award. The membership shall approve the recipients before
scholarships are awarded. This selection shall take place before the
Honors and Awards Assembly at Moon Valley
High School.
This award shaft consist of a financial scholarship to a school of
their choice and the recipient’s name engraved on the Moon Valley ROCKET
BOOSTER Scholarship plaque located in the trophy case.
- Nominating Committee - The
Nominating Committee shall actively recruit Moon Valley ROCKET BOOSTER
members for the officers of President, Vice-President, Secretary and
Treasurer A list of the candidates shall be presented to the General
Meeting in April and to be voted on at the General meeting held in
May. Moon
Valley ROCKET
BOOSTER members must give prior consent in order to be listed
as a candidate
- Athletic Liaison Committee
- The Athletic Liaison committee, chaired by the Vice President or
another willing Rocket Booster volunteer, shall work closely with the
MVHS coaches and the office of the Athletic Director. They will report
requested needs such as sports trainers, equipment, special needs,
etc. at any General meeting.
- Fine Arts Liaison - The
Allied Arts Committee, chaired by the Secretary or another willing
Rocket Booster volunteer, shall promote the fine arts program at MVHS.
ARTICLE
IX Disbursement of Funds
Disbursement
of funds up to $25.00 maybe made at the approval of any Executive Board
Member. Expenditures above $25.00 not exceeding $500 require
a 3/4 majority of the Executive Board. All other disbursements must be
approved by a majority vote of the membership present at a General meeting.
ARTICLE
X Meetings and Quorums
Section 1.
At least three (3) members of the Executive Board shall be present to
conduct business at any General meeting and shall constitute a quorum.
Section 2.
Executive Board meetings shall be held as necessary with a minimum of four
times per academic year.
Section 3.
General membership meetings shall be held monthly from September through
May. The August meeting is designated as the Annual Organizational
Meeting.
ARTICLE
XI Amendments
These
BYLAWS may be amended by a two-thirds vote of the members attending any
General meeting provided a quorum is present Any members may submit a
proposed amendment, in writing, to the President or presiding officer and
the proposed amendment will be voted on at the same meeting.
ARTICLE
XII Rulings
Section 1.
Those BYLAWS shall be in. force and effective from and after their
amendment and adoption on August 30, 1999.
Section 2.
When any doubt arises as to the true meaning of these BYLAWS, the Executive
Board shall make a determination.
Section 3.
The order of business at all meetings shall be covered by Robert’s Rule of
Order unless otherwise provided in these BYLAWS.
Section 4.
All activities of this organization shall be consistent with the policies
of the Glendale Union High
School District and Moon Valley
High School and the laws of the State
of Arizona.
